KYIV — September 25, 2026. Ukraine’s parliament is advancing legislation that would restore parts of the country’s state-aid oversight system and revise how government support to businesses is monitored during martial law.
Draft Law No. 15437 was accepted as a basis on September 1 and is now being prepared for a second reading, according to the Verkhovna Rada.
What Bill 15437 Would Change
The proposal concerns Ukraine’s Law on State Aid to Business Entities.
It seeks to restore certain provisions that have been suspended during martial law, establish rules for their application during the emergency period and improve monitoring of state aid.
State aid can include certain subsidies, guarantees, tax advantages and other government measures that provide an economic benefit to particular businesses or sectors.
The Bill Is Still Being Revised
The measure is not yet law.
The parliamentary bill card says it is being prepared for a second reading.
The Verkhovna Rada’s European integration review also said the proposal only partially complies with Ukraine’s international obligations and EU law and requires substantial revision and additional consultations with the European Commission.
Why EU Alignment Matters
State-aid control is an important part of European competition policy.
As Ukraine moves toward deeper integration with the European Union, rules governing subsidies and other advantages to companies are becoming increasingly important.
The objective is to allow legitimate public support while limiting measures that could distort competition.
Why Businesses Should Watch It
The eventual rules could affect companies that rely on government support programs, preferential financing, guarantees or other public incentives.
This is particularly relevant during reconstruction, when Ukraine is expected to use public funds and international financing to support major projects.
Companies considering subsidized projects should therefore follow the second-reading text rather than assuming the current draft will be enacted unchanged.
Part of Ukraine’s Wider Business Reform
The bill comes as Ukraine is also updating capital-market and tax rules.
