KYIV — September 25, 2026. Ukraine has introduced a new draft law aimed at further reforming transfer-pricing rules and bringing the tax system closer to European Union and OECD standards.
Draft Law No. 16035 was registered in the Verkhovna Rada on September 4, 2026.
The proposal would amend Ukraine’s Tax Code and forms part of a broader government effort to update tax and financial rules while maintaining international financing.
What Is Transfer Pricing?
Transfer pricing governs how transactions between related companies are valued for tax purposes.
The rules are particularly important for multinational businesses that operate through subsidiaries, parent companies or affiliated entities in several countries.
Governments use transfer-pricing rules to determine whether cross-border transactions reflect market conditions rather than being structured primarily to shift taxable profits between jurisdictions.
Ukraine Wants Closer Alignment With OECD and EU Rules
The Ukrainian government says the proposal is intended to bring national transfer-pricing rules closer to OECD and European Union standards.
The reform is one of several measures included in a government legislative package connected to Ukraine’s commitments to international partners.
Why Businesses Should Watch Bill 16035
The eventual legislation could affect Ukrainian companies with related foreign entities, multinational groups operating in Ukraine and businesses using cross-border financing, intellectual property or intercompany services.
The exact compliance impact will depend on the final text adopted by parliament.
For that reason, companies should distinguish between the registered draft and the rules currently in force.
Part of a Larger Financial Reform Package
The government has also proposed changes involving VAT administration, capital-market infrastructure and procedures at the High Anti-Corruption Court.
The Cabinet says the four measures are required to help secure a €1.45 billion tranche of EU macro-financial assistance.

Why It Matters
Tax predictability is a major factor in foreign investment decisions.
Closer alignment with widely used OECD and EU concepts may reduce some differences between Ukrainian rules and those familiar to international companies, although implementation and enforcement will remain critical.
