Ukraine and Germany have reached 15 agreements and documents covering defense, industrial and energy cooperation, marking an effort to move bilateral relations from conventional foreign assistance toward large-scale joint production.
President Volodymyr Zelenskyy announced the agreements during the Ukrainian-German Business Forum in Kyiv on October 4.
According to the Ukrainian presidency, the agreements involve air defense, interceptor drones, defense cooperation, procurement, energy and joint projects in Ukraine. Zelenskyy said the total value of the agreements and documents reached more than €8.5 billion.
From Aid to Production
The central message of the forum was that Ukraine’s relationship with Germany is changing. Ukraine continues to receive German military assistance, but Kyiv is also purchasing from German companies, developing joint projects and offering Ukrainian battlefield experience to European manufacturers.
Years of full-scale war have given Ukrainian defense companies extensive experience in drones, electronic warfare, communications, air defense and rapid battlefield adaptation. Kyiv increasingly argues that this expertise has strategic value for Europe.
Drone and Air-Defense Cooperation
The forum included agreements in air defense and interceptor drones. Ukraine is seeking to scale production of systems capable of defeating large numbers of Russian unmanned aircraft at lower cost than traditional interceptor missiles.
The objective is to combine Ukrainian engineering and combat experience with European financing and industrial capacity.
German Business and Reconstruction
The agreements extend beyond weapons. German industrial and energy companies took part in the Kyiv meetings, while Ukrainian officials emphasized future cooperation in rebuilding infrastructure damaged during the war.
The emerging model is broader than foreign aid: German companies gain opportunities to invest and manufacture, while Ukraine gains technology, financing and production capacity.
Why the Agreements Matter
The long-term significance will depend on implementation, production volumes and delivery schedules. But the framework demonstrates a clear policy direction: Ukraine wants defense assistance to evolve into durable industrial cooperation and deeper integration with Europe’s defense-industrial base.
