Ukraine Expands Defence City Support as Defense Firms Gain Access to State Property Without Auctions

Ukraine has expanded its Defence City framework by allowing eligible defense-industry companies to lease state property without going through an auction process.

What the government changed

The Ministry of Defence announced on September 28 that enterprises with Defence City resident status can gain simplified access to state property needed for production and capacity expansion.

The ministry says the revised mechanism can apply to companies meeting specified defense-sector criteria, including producers of unmanned systems, electronic warfare equipment, certain missile systems and military explosives, as well as firms included in relevant state defense-contract registers.

How the mechanism works

According to the ministry, an eligible company must submit a written request to the relevant lessor asking that the property be included in the list of assets that may be leased without auction. The applicant must provide information demonstrating that it satisfies one of the qualifying criteria.

Why this matters for Ukraine’s defense industry

Production space can be a genuine bottleneck for manufacturers trying to move from prototypes or small batches to serial production. Easier access to buildings and industrial property may therefore help companies expand faster than under a conventional public-auction timeline.

The governance question

Faster access to state assets also creates a transparency issue. Preferential leasing can be useful in wartime, but it places greater importance on clear eligibility criteria, documentation, valuation and oversight.

The ministry’s announcement explains the qualifying framework, but the long-term test will be whether the process remains auditable and whether similarly situated manufacturers are treated consistently.

Why investors should watch Defence City

Defence City is becoming more than a tax or registration framework. It is increasingly a package of industrial tools intended to lower barriers to production. For investors and manufacturers, that makes the program important to follow as Ukraine attempts to scale its defense-industrial base.
