Germany Unveils €1.3 Billion Ukraine Package as Kyiv and Berlin Deepen Defense Cooperation

Germany has announced a new comprehensive support package worth more than €1.3 billion for Ukraine, combining immediate defense assistance with support for the country’s energy system ahead of winter.

The package was announced during German Chancellor Friedrich Merz’s visit to Kyiv on October 4, where he met with Ukrainian President Volodymyr Zelenskyy.

According to the Office of the President of Ukraine, the assistance includes weapons needed by Ukraine now, support for the energy sector, and financing connected with interceptor systems designed to counter Russian attack drones.

Air Defense and Energy Ahead of Winter

Air defense remains one of Kyiv’s most urgent requests to Western partners. Ukraine needs high-end systems such as Patriot and IRIS-T, while also expanding lower-cost defenses against mass drone attacks.

The energy component is equally significant. Russia has repeatedly attacked Ukrainian power infrastructure, making winter resilience a major national-security issue.

Cooperation Beyond Direct Aid

The Kyiv talks also focused on a broader industrial relationship. Merz traveled with Federal Minister for Economic Affairs and Energy Katherina Reiche and representatives of German defense, industrial and energy companies.

Ukraine is increasingly seeking partnerships that combine procurement, joint production, technology exchange and reconstruction rather than relying exclusively on one-time transfers of equipment.

A Broader Strategic Partnership

The Ukrainian presidency said Zelenskyy and Merz also discussed European security and diplomatic efforts aimed at ending the war. Germany remains one of Ukraine’s most important European military and economic partners.

The October 4 package therefore links three immediate priorities: weapons for the battlefield, protection of the energy system and expansion of industrial capacity.
