BRUSSELS — October 7, 2026. The European Union’s Political and Security Committee is reviewing a series of new assistance measures for the Armed Forces of Ukraine under the European Peace Facility, including proposals involving joint procurement of both lethal and non-lethal military equipment.
The official Council of the European Union meeting page for October 7 lists concept notes and proposed amendments connected to ammunition, military equipment and broader support for the Ukrainian Armed Forces.
What is under review
The documents include a concept note for an assistance measure supporting Ukraine through the joint procurement of military equipment designed to deliver lethal force, as well as a separate measure for equipment not designed to deliver lethal force.
The committee is also considering proposals to amend existing European Peace Facility decisions covering ammunition, military equipment and support for Ukrainian units trained through the EU Military Assistance Mission.
Why joint procurement matters
Joint procurement can allow European countries to aggregate orders, reduce fragmentation and give defense manufacturers a clearer signal about long-term demand. For Ukraine, that can be more useful than a collection of isolated national purchases if it creates predictable production and delivery schedules.
Analysis
The October 7 meeting shows that support for Ukraine is moving toward coordinated procurement mechanisms. The practical test is implementation: contracts, industrial capacity and delivery speed matter more than agenda language alone.
