Ukraine is proposing deeper military-technology cooperation with members of the Joint Expeditionary Force (JEF), arguing that experience gained during the war with Russia can strengthen security across Northern Europe.
Ukrainian Defense Minister Evgeniy Khmara presented the proposal during a JEF meeting, according to Ukraine’s Ministry of Defence.
Ukraine participates in the framework as an Enhanced Partnership member and says the relationship can become a mutually beneficial security partnership rather than another one-way channel for assistance.
Ukraine as a Security Contributor
Ukraine’s military has accumulated extensive operational experience against drones, electronic warfare, missile attacks and other forms of modern warfare. Kyiv says this knowledge can help European countries prepare their own forces for emerging threats.
The concept positions Ukraine not only as a recipient of security assistance but also as a provider of technology, training and combat-derived knowledge.
Why JEF Matters
The Joint Expeditionary Force is a UK-led multinational defense framework focused heavily on Northern Europe and the Baltic region. For countries located near Russia, Ukraine’s experience with Russian tactics has direct relevance.
The Ukrainian Defense Ministry said Khmara identified specific areas in which cooperation could be expanded and emphasized that Ukraine’s experience overlaps directly with the JEF mandate.
Defense Innovation During the War
Ukraine’s defense industry has changed rapidly during the full-scale invasion. The Ministry of Defence reported separately that more than 1,500 Ukrainian-made weapon and equipment models had been codified for operational use since the beginning of 2026 by late September.
The growth demonstrates how wartime demand and battlefield feedback have accelerated domestic defense innovation.
A New European Defense Model
Ukraine’s JEF proposal fits a broader policy increasingly visible in Kyiv’s relationships with European partners: combine European financing and industrial capacity with Ukrainian engineering and battlefield experience.
For Ukraine, that could mean more sustainable production. For European governments, it could provide access to technologies tested under demanding real-world conditions.
