The policy shift
The Trump administration describes its NATO policy as a move away from direct U.S. taxpayer financing toward greater European responsibility for conventional defense.

The White House says more than $5 billion has moved through the Prioritized Ukraine Requirements List, or PURL. Under this mechanism, NATO allies purchase packages of U.S.-made equipment for transfer to Ukraine.
Why it matters
This creates a three-sided policy structure: Ukraine receives weapons, European allies provide much of the financing, and U.S. defense manufacturers supply significant parts of the equipment.
That differs politically from a simple description of “U.S. aid to Ukraine.” The funding source, procurement mechanism and final recipient should be separated when evaluating the cost to Washington.

- Whether Congress appropriates additional direct U.S. assistance
